Reuben Williams started in the construction industry 12 years ago as a skilled labourer, worked up to site supervisor running full sites, and now runs RW Groundworks with the equipment and team to take on civil engineering projects of real scale. We are currently running groundworks packages on 11 houses for 2 clients — the kind of work that demands civil engineering capability at every stage.

Civil engineering work is sometimes subcontracted to the heavy machinery or bring in specialist labour for structural work. RW Groundworks owns its own fleet — a 14T Doosan excavator, 3.3T Hitachi, 7T dumper, Bomag rollers, and hydraulic breakers — so we are not waiting on hire companies or paying markup that gets passed on to you.

Our team includes CSCS-carded operatives, SSSTS-qualified supervisors, and highway operatives. Everyone on site holds the right tickets for the work they are doing.

What is the difference between groundworks and civil engineering?

Groundworks covers excavation, foundations, and basic drainage for individual buildings. Civil engineering covers larger structural and infrastructure work — retaining walls, road construction, deep drainage systems, structural steelwork, and reinforced concrete. In practice, the two overlap on most construction sites. RW Groundworks handles both under one contract, which simplifies project management and reduces costs.

How much does a retaining wall cost?

Retaining wall costs vary significantly depending on height, length, ground conditions, and wall type. A simple 1m-high block retaining wall might cost £150-£300 per linear metre. Reinforced concrete walls over 2m high can cost £500-£1,000+ per linear metre including design fees. We provide detailed quotes after assessing the site and reviewing any engineer's drawings.

Do I need planning permission for civil engineering work?

It depends on the scope. Retaining walls over 1m high adjacent to a highway, or over 2m high elsewhere, typically need planning permission. New drainage connections to public sewers need approval from South West Water. Road construction and highway works require Section 278 or Section 38 agreements. We advise on the permissions needed during the quoting stage.

Are there height limits for retaining walls?

Retaining walls over 1.2m high generally need structural engineer involvement to confirm the design. Walls over 2m high need planning permission in most cases. Near highways, the threshold drops to 1m. In Cornwall, ground conditions (particularly clay and mining-affected land) can affect what is structurally feasible. We work with structural engineers to ensure every wall is designed for the actual site conditions.

Do retaining walls need building regulations?

Retaining walls are not specifically covered by building regulations in the way houses are. However, any retaining wall that supports a building, forms part of a boundary near a highway, or exceeds 2m in height should have structural engineer involvement. Building control may want to inspect retaining walls that affect the structural integrity of adjacent buildings. We coordinate with building control and engineers as part of the project.
